Columbia County Jail Overview

Columbia County Jail is operated by the Columbia County Sheriff's Office. The jail holds people arrested in Columbia County, defendants held before trial, sentenced county inmates, Huber and work-release participants, and both male and female inmates. It is not the same system as Columbia Correctional Institution, which is a Wisconsin Department of Corrections prison in Portage. The Sheriff's County Jail page describes a secure jail with first-floor intake and holding or special cells, second-floor secure male housing, and third-floor additional male housing plus female housing. The secure jail has 165 total bunks. The separate Huber Center opened in 2005 and adds 192 beds for approved work-release and related custody. That makes 357 jail and Huber bunks described by the Sheriff's Office, but the two spaces serve different custody classifications and should not be treated as one simple open bed count.

Columbia County Jail Population

The best local population source is the Columbia County Jail 2024 Annual PREA/PBEA report. It lists a 2024 average daily population of 112 male inmates and 20 female inmates, or 132 total. On December 31, 2024, the same report counted 105 male inmates and 18 female inmates, or 123 total. State detention reporting also listed 2,797 adult jail admissions for Columbia County in 2024 and 2,813 in 2025.

Those figures point to a jail that must be read by custody type. The 2024 average daily population was below the combined secure jail and Huber bed inventory, but it was much closer to the secure jail bunk count alone. Because Huber beds are tied to work-release or other approved placement, they do not mean every person in secure custody can be placed there.

Columbia County does not present a standard searchable current-inmate roster on the Sheriff's website. The official Jail Bookings page provides a daily booking report and warns that a booking is not proof the person is still in custody. Columbia County Jail Contact

The jail's public contact channel is the best fallback when a booking report is stale, a VINE search is unclear, or a visit must be confirmed before travel. The Sheriff's administration office is nearby at the Law Enforcement Center, but the jail address and jail phone should be used for jail-specific custody and visiting questions.

Captain Ryan Ringelstetter is listed as the Jail Administrator, and Lieutenant Melissa Altschwager is listed as the jail lieutenant. Columbia County Jail Visits

Columbia County Jail visiting is video-based through CIDNET. On-site video visits are available on weekends, while remote visits are available daily in three windows. Visits are 20 minutes, and the FAQ says there is one visit per inmate per day. Visitors should arrive 20 minutes early for on-site visits, bring valid state photo identification, and expect sign-in, metal detector screening, and possible search rules.

Adult visitors must be over 18 unless accompanied by a parent or legal guardian entering visitation. Children must be supervised. Purses, backpacks, handbags, food and beverages, tobacco products, and lighting materials are not allowed in the visiting area. The jail FAQ says free lockers are available, or visitors may leave items in a vehicle. Inappropriate dress, disruptive conduct, intoxication, contraband issues, or recent incarceration can lead to denial of a visit.

Columbia County Jail Mail and Money

The jail FAQ sets a narrow mail format. Mail should be addressed to the inmate by name at Columbia County Jail, 403 Jackson St, Portage, WI 53901. A full return address should appear on the envelope. Only #10 envelopes are allowed, packages are not accepted by mail or courier, and incoming mail is copied in black and white before copies are delivered to inmates.

The FAQ says inmates generally have phone access from the end of morning cleaning until lockdown at night. Property release requires an inmate request at least 24 hours in advance, naming the property and the person who will receive it.

Columbia County Jail Intake

Jail intake starts on the first floor, where the county describes intake plus holding and special cells. People arrested by Columbia County deputies, municipal police, State Patrol, DNR, or another agency may be brought to the jail when they are held locally.
